Mrs. Dawn-Michelle Foster is employed by Wilbur Smith Associates.  Appointed to the PBA Board of Directors by the City of Knoxville in October of 2003.  She holds a B.S. from Western Kentucky University and a M.S. from the University of Tennessee, Knoxville.  Current professional and civic affiliations include the American Planning Association, Institute of Transportation Engineers, the Urban Land Institute, Town Hall East, the East City Redevelopment Committee, Jack and Jill of America, Inc., and Alpha Kappa Alpha Sorority.
