The
Tennessee Valley Authority Board of Directors appointed
George T. Prosser Inspector General in 1994. He reported
directly to the board and the United States Congress on the
overall efficiency, effectiveness, and economy of all TVA
programs and operations; on TVA efforts to prevent and
detect fraud, waste, and abuse; and on investigations of
employee concerns. Prosser retired from TVA on December 31,
2000 after serving over 6 years as Inspector General.
TVA
initially employed Prosser in 1986 as an Investigative
Department Manager in the Office of the Inspector General.
He was subsequently promoted to Assistant Inspector General
for Investigations with responsibility for planning,
staffing, and directing all criminal and administrative
investigations.
In 1991,
Prosser received the Paul R. Boucher Public Service Award
for his contributions in prosecuting and preventing fraud in
the federal workers compensation program. The award
recognizes the outstanding inspector general employee in the
United States. In 1992, Prosser appeared on ABC’s
“Primetime Live,” again in connection with preventing
workers compensation fraud.
Prior to
TVA, Prosser was a 15-year veteran of the FBI, serving in
St. Louis, Newark, Chattanooga (agent in charge), and
multiple assignments to Washington, D.C. He served 4-years
as an investigator for the U.S. House of Representatives
Appropriations Committee (on loan to Congress from the
FBI). His last FBI assignment was the Terrorism Section at
FBI Headquarters where he was responsible for the FBI
counter terrorism planning and the nuclear counter terrorism
program (including liaison with the Armed Forces, Department
of Energy, Nuclear Regulatory Commission, and the United
States Intelligence Community).
Since
retiring from the Federal Government, Prosser has worked as
a licensed private investigator, based in Knoxville. His
clients include government, law firms, businesses,
utilities, and individuals. Utilizing his counter terrorism
experience, he has provided professional security services
in addition to professional investigative services. He is a
member of Trapline, a cooperative organization of former FBI
Special Agents, which provides instant access to high
quality investigative assistance nationwide and
internationally. Prosser was the 2003 Chairman of the local
chapter of The American Society for Industrial Security (ASIS)
International and is a member of the Knoxville Chamber of
Commerce and the American Water Works Association. He is on
the Knoxville/Knox County Public Building Authority Board of
Directors.
In
September 2003, Prosser was a featured speaker at the
Institute of Internal Auditors Annual Fraud Conference in
San Antonio. In June 2004, he was a panelist at The
University of Chicago Graduate School of Business Corporate
Governance Seminar. He regularly speaks to local college
classes about the private investigations business.
Prosser
was raised in Gallatin, Tennessee and graduated from The
University of Tennessee with a B.S. in Accounting. He was a
U.S. Army Artillery Officer serving in the U.S., Panama, and
Vietnam. He was awarded the Bronze Star for Heroism in
Ground Combat, the Purple Heart, and many other decorations.
Prosser is a member of the Laurel Church of Christ. He and
his wife Nancy reside in Knoxville, Tennessee and have two
grown sons.
