David Lively

David brings over 45 years of facilities management experience with the PBA, offering extensive expertise in plumbing, electrical systems, and HVAC operations. He leads a dedicated team of more than 50 professionals who are responsible for maintaining and supporting over 140 buildings across the city and county.

Under David’s leadership, Facilities Management oversees all aspects of building operations, including roofing, parking lots, and grounds, as well as plumbing, heating, electrical systems, and HVAC climate controls ensuring safe, efficient, and well-maintained environments across the portfolio.

A lifelong resident of the Knoxville region, David takes great pride in serving the community he calls home. Outside of work, he is an avid outdoorsman who enjoys spending time in nature.
