Jayne has over 30 years of experience in the areas of property management, real estate and leasing services. Jayne has served in corporate real estate and facility management roles for CB Richard Ellis, First Tennessee Bank and Ryan Construction before coming to the Public Building Authority. Beginning her career with the Public Building Authority in 2008 as the Director of Property Management, she was named as Administrator/CEO in 2016. With management of 1.9 million square feet of property, 23 acres of parks, public parking garages and lots along with on-street enforcement, we have experienced much growth within PBA over the past few years. PBA oversees security and life safety, grounds, custodial, maintenance, AV Telecom systems in most of the facilities that we manage.

We recently started our Parking Services division to oversee the garages and lots that we manage for the City and County and to reduce management fees paid to other vendors for these same services. The PBA finance department played a vital role in assisting us to setup parking operations and enable us to take credit card payments within the garages as well. Our Property Development department has also seen an increase in new construction and renovation projects, which took time and right staff to develop these opportunities. Wanting to assist KPD with on-street enforcement, PBA began writing citations as a pilot program on Gay Street and have added Officers now to cover the Central Business District and Cumberland corridor as well. On-street enforcement must be regulated to allow turnover of traffic in our central areas and utilize the new meters that the City invested in to improve your downtown experience. This effort allows KPD to concentrate on criminal activity and also provides more security to our downtown streets.
